How to do when you have the same phrases in two different names

I have the same phrases in two different intents in the model.

But I want a priority following where I am in the application.

This won’t pass certification. Each phrase should be unique to only one intent.

I think no because this is in the part of the application and in first the application look the model without states

Having separate handlers based on the current context is exactly what State’s are for. i.e. when you want the answer yes/no to do something different depending on the prior intent it was routed from.
